update pyarrow to latest version 12.0.1

using version 9.0.0

• script stucks on pyarrow csvreader without any response (ignores even SIGTERM commands, only SIGKILL works)

on version 12.0.1
script runs as expected, while pyarrow returns GIL exception (seems like main thread exits before pyarrow closed its own thread?)
