DOC: Remove mentions of Python 2.7 #1367

Since Python 2.7 has been end-of-life for a while, change mentions to more recent versions of Python. I've also bumped old version numbers of numpy.

Just out of curiosity, are these the result of a rename or did you re-run the relevant snippets?

These are all just the result of a manual rename

Passes tests, and the original snippets aren't exactly literate snippets to be doc-tested, so this LGTM.
