Reverts #1909. While that change applied the fix for
sbt publish, in CI we actually runsbt publishSigned.Can be verified with
sbt 'project sbt-akka-grpc; show publishSignedConfiguration'.Other publishing tasks do not benefit from this fix, namely
publish,publishLocalandpublishLocalSigned. They have their own config which needs to be adjusted should this fix be applied for that publishing tasks.
