The Reachability class looks pretty efficient so far - but I'm going to take a stab at improving it anyway.

Made some small optimizations to avoid allocating new immutable collections when all we really need is an empty collection. Doesn't look like it affected performance much for these cases.

Cleaned up some of our dictionary construction and more System.Collections.Immutable allocation - not many visible performance gains

Done - made some minor fixes here and there, but this class was already pretty well optimized. Fixed one possible multiple enumeration error at the cost of an additional allocation when working with Gossip, but I think that was the right call.

Looks like one of my changes tripped something in the ReachabilitySpec

Fixed that - my "short circuit optimization" introduced a bug, so I removed it. This is done.
