it's overfill to call thrift API just to get FAN index
can't we just do for i in range(1, _MAX_FAN + 1) ?
note, better to pass num of fans as FanDrawer parameter instead of global var

Looks like _fan_info_get_all() can be removed at all. Please check.

FanDrawer index starts from 0
Fan index starts from 1
Please make it the same (start from 1)
