Presently, wind roses are generated with the meteorological convention of the bars pointing in the direction of where the winds are blowing from. It should be easy to invert this to use the engineering convention of where the winds are blowing to.

  • Add flag for this
  • Update the overlain explainer to tell the difference
  • Reverse the arrows plotted

Allows for specifying bars to be pointed in the direction that the
wind is blowing toward (Engineering), not from (Meteorology).
closes #680
