Probably due to a change in #1398, the user management page takes a lot longer to load.

Test plan

GIVEN the User Management page on MyRSR
WHEN visiting the page as an RSR admin and Support user (both options in the User admin)
THEN the page should load fairly fast
AND all functionality should work (approve / delete an employment)

The page was mostly rewritten, so we should test the functionality of this page as well.
