Test plan

GIVEN an organisation with a public IATI file
WHEN visiting the /organisation/1/iati/ link
THEN the latest public IATI file should be shown

Issue description

In the future we might want to think of a way to make it possible for partners to directly publish their IATI xml files to the IATI registry. Now they can create an xml in My IATI, but they still need to upload the file manually.
