Generalising #264

When a user registers from a Partnersite, the Registration link on the Login Page should lead them not to the first step: http://rsr.akvo.org/accounts/register1/

But should lead to the next page where the correct Organisation to be registered under has already been selected: http://rsr.akvo.org/accounts/register2/?org_id=273 (for Stichting Cordaid).

We should also add the following text to this page:

"You will be registering as a user under the Organisation Stichting Cordaid.

If you are not a member of this Organisation, please click here to select your Organisation from the list.

The first link should link to the Partnersite page for the Main Organisation (in this case Stichting Cordaid).
The second link should link back to the first step of the Registration process where they can select their Org.

This should be a Trivial template change, and should take no longer than 1 developer day.

When registering while at a Pages site the registration should default
to be with the organisation of the site.

Change the link to registration to reflect this, going directly to
step two.

Add a second link pointing to step one of registraion if the user wants
to register with another organisation.

Also set target on those links to "_blank" to open a new window/tab for
the registration since we can't redirect back correctly.
