Create process for Managing Translations in RSR #494

We need to have a process to follow when we need translations updated:

  • How to generate new .po files
  • How to use Transifex to update the languages
  • Who to contact to provide the translations for each/all languages
  • How to collect the new translations
  • How to push these back into RSR
