Not able to add countries in admin #748

Bonaire is missing from the country list, and it is not possible to add a country in the admin.

It's not currently on the 1ISO-3166-2 list as a country - and it looks like it's officially part of the Netherlands: http://en.wikipedia.org/wiki/Bonaire.

Is this being requested by someone?

If we can find the right country code to add to the data then we can update the country list in RSR - but without a country code, we can't include it.

Yeah, there's a ISO-3166 code for it (which is even already in RSR somewhere); BQ. But the Country picklist differs from the ISO codes, so that needs fixing..

Actually, in the country list in RSR the 3 islands, Bonaire, St Eustatius and Saba are listed as one country. Not sure if they should be listed separately, or as BES islands or Carribean Netherlands, http://en.wikipedia.org/wiki/Caribbean_Netherlands

It looks like we have this entry in the 3166 codelist:

(u"bq", _(u"Bonaire, Sint Eustatius and Saba")),

Is this not acceptable?

Yes, it is. But that's somehow not added to the country list, and it's not possible to add it through the admin either. So that's needed.

Test plan

GIVEN the projects admin
WHEN a user wants to set the country of a project to "Bonaire, Sint Eustatius and Saba"
THEN the user does not see an error when adding the country to the country list (since the country is not available yet from the list at first)
AND the country can be linked to the project

Tested on UAT and was able to add "Bonaire, Sint Eustatius and Saba" to the country list and then select that as a project location.
