• Use H5_free_memory() instead of libc::free() to free HDF5-allocated
  resources if possible (1.8.13+); this fixes some deallocation errors.
• Fix wrong H5D_DONT_FILTER_PARTIAL_CHUNKS constant value.
• H5Z_filter_t is changed to c_int (was wrongfully set to hid_t).
