What does this PR do?

  • Refacto directory structure following "standards"
  • Update Golang dependencies / fix deprecation warnings
  • Add basic CircleCi lint / test jobs
  • Enforce safe TLS 1.2/1.3 ciphers (when TLS is in use)
  • vault docker image is deprecated, use hashicorp/vault instead
  • use "native" hashicorp TestCoreUnsealed to mock a vault server
  • add basic versioning
  • use static JS scripts whenever possible
  • update JQuery from 3.6.3 to 3.7.1
