CICD: fix upload and slack failure For GitHub Actions and update badges

Summary

This PR makes the following changes:

• Fixes the name used to download archive in the upload job
• Makes slack webhook trigger for failures in PRs conditional
• Update status badges to GitHub Actions Nightly Test

Note that until a beta/stable release is issued, rel/beta and rel/stable will report 'no data'.

Test Plan

Verify that upload works in nightlies.
