make compileFunctions work with package.individually

• make compileFunctions work with package.individually (Resolves Does not support package.individually #53)
• removed initial setDefaults() call so the variables are populated properly (Resolves provider.region 参数不能使用变量 使用之后命令会没有响应 #55)
• Added function environment variable support and description
