Might need to pick this up if we decide to implement the ability to remove the OGL logo in the localisation work. If not, can be moved back out of the backlog. |

What
Add guidance to the footer component explaining in which circumstances you should remove the OGL attribution from the footer (and/or when it should be displayed).
Why
The OGL attribution ("All content is available under the Open Government Licence v3.0, except where otherwise stated") and the accompanying logo are included as part of the footer, however it may not always make sense to display this attribution.
We should help users understand when it is and isn't appropriate to use the attribution and the OGL logo.
