Partly fixes #2331.

This PR updates our landing page's 'What's new' message with info about the 4.0 additions (accordion iteration, footer fixes).

Please do not merge until we've done the release.

Have changed release date from Dec 16 to Dec 15.

@vanitabarrett Can I get a quick review of this? Had changed it yesterday when it looked like we were going to release then, but have now reverted to original date (Dec 16).
