Per alphagov/govuk-design-system-backlog#72 (comment), in some browsers lists without markers aren't presented to AT as a list. As we do want the task list to present as such, it's been suggested we add role=list to each list.

Right now unlike other patterns, the prototype kit markup is used as the 'reference' implementation for the task list - so I think it would be good to update.
