We override the default govspeak styles with our HTML publication specific header margins. We need to put back the margin resets too.

Goes with this change: alphagov/government-frontend#223

We override the default govspeak styles with our HTML publication
specific header margins. We need to put back the margin resets too.

Keep two-thirds of the margin so that level 2 and 3 headings have
spacing that matches the rest of the content.
