Description
Added support for the Waveshare 2.13 electronic paper display V4
Motivation and Context
The newest iteration of the display is not yet fully supported. The waveshare213inb_v4 driver can be used for rudimentary features but only supports full refresh mode, not partly refresh mode.

How Has This Been Tested?
Tested on RasPi Zero 2 with Waveshare 2.13 V4 installed.
