This PR adds the
regenerate-matlab-bindings.ymlworkflow, that dowloads CasADi and the SWIG fork necessary for the SWIG MATLAB bindings generation, generate the MATLAB bindings and opens a PR with the generated MATLAB files.First step to fix robotology/robotology-superbuild#719 .
