This pull request integrates a common usage of the command line parsing routines to HydroDyn Driver. In particular, it enables the
-vand-hflags.Impacted areas of the software
HD Driver command line interface
Additional supporting information
This established consistency with FAST Prog and the upcoming MoorDyn Driver. Other driver codes will be progressively updated.
