This change adds a "New Project" and "Open Project" option in the Welcome screen of Sherlock. This is just a placeholder for how we'd like the flow of project eventually. Currently, the "New Project" action hasn't been defined so doesn't work. (Fixes #21)
Using the "Open Project", the IDE can open any existing project.
We can also bundle the "sherlock-plugin" manually like so -
