Add descriptions to CLI command options

Repro steps.

run ng help or use the -h option with any command.

Currently, the help command as well as the -h option only display a list of available options but do not provide any help what those options actually do (with some few exceptions). Would a PR that adds the descriptions from https://cli.angular.io/reference.pdf (or maybe some more complete reference) to all options be accepted? Just want to know before actually putting any effort in it ;-)
