fix: added material instructions to updates 15to16 and 16to17

Trying to fix #244 adding the missing instructions of material

Description

The current v15 -> v16 and v16 -> v17 update guides are missing the material update

Explanation

These steps are missing from the recommendations

Reproduction

missing v16 command: https://update.angular.io/?v=15.0-16.0 with using material checked
missing v17 command: https://update.angular.io/?v=16.0-17.0 with using material checked
