Simplifies the structural styles for the tabs to make them smaller and easier to maintain. I also had to rename the prefix for the `tab` tokens, because MDC was doing something weird where it was renaming the tokens to be `mdc-secondary-navigation-tab` instead of `tab`.

I also had to rename the prefix for the `tab` tokens, because MDC was doing something weird where it was renaming the tokens to be `mdc-secondary-navigation-tab` instead of `tab`.
