tests: fix tests

* Add TextEncoder, TextDecoder, ReadableStream as globals
  due to jsdom/jsdom#2524
* Pin `cheerio` due to enzymejs/enzyme#2558
* Add option `--transformIgnorePatterns /\"node_modules/(?!axios)/\"`
  to instruct jest to transform  "node_modules/axios"
