This PR modifies the CI manifest to cache the
cairo-vm-cliexecutable so we don't have to rebuild it on each run.The ref of the cairo-vm repo is pinned to
42e04161de82d7e5381258def4b65087c8944660which is currently the HEAD ref of the repository. This can be changed in the CI manifest by editing theCAIRO_VM_VERSIONvariable. Doing so will trigger a rebuild ofcairo-vm-cli.
