内网Windows桌面版程序启动bug

Description

将opencode-desktop-windows-x64.exe 拷贝到内网Windows电脑进行安装，然后启动发现一直卡在启动界面，按照 #9380 (comment) 进行环境变量设置然后再启动，出现如下启动bug界面

Steps to reproduce

1. 将opencode-desktop-windows-x64.exe 拷贝到内网Windows电脑进行安装，双击opencode启动软件，卡在启动界面
2. 按照 CLl无法正常启动 提示Unable to connect. Is the computer able to access the url #9380 (comment) 进行环境变量设置然后再启动，出现如下启动错误
