update CI matrix for modules with new ansible upstream stable branch

SUMMARY

Fixes #811

Add stable-2.14 tests back as mentioned in the ansible-collections/news-for-maintainers#24

I also went ahead and removed 2.10 (EOL) and 2.11 (EOL Nov/22). Now, each version in the matrix has exclude for python2.7/3.6. I wonder if I should remove those python versions as well.

Edit: it seems that python2.7 and python3.6 are indeed no longer tested after this patch so I am removing them as well from the testing matrix.
