SUMMARY
After some discussion with AWX team members, it was determined that it makes more sense to keep the release notes with the release on AWX rather than re-writing and re-publishing the release notes in RTD, and maintaining them in two different places. So this PR is to eliminate the textual content of the release notes themselves, but provide a reference to the release itself. The official release notes have been wordsmithed appropriately for publishing.
