Discord notification

Description

The new Slack notification feature allows users to send messages to a slack channel using the various on_*_callbacks at both the DAG level and Task level.

However, this solution needs a little more implementation (Webhook) to perform notifications on Discord.

Use case/motivation

Send Task/DAG status or other messages as notifications to a discord channel.
