Get rid of the old Werkzeug 2.1 dependency

Old Werkzeug has known vulnerabilities and is not maintained any more. We have been so far blocked by Connexion to upgrade to a newer version - but Connexion is going to release 2.15.0 to address the problem and we should migrate to use it in 2.11.
