GCSToBigQueryOperator and BigQueryCreateEmptyTableOperator Require Integer Range Partitioning Functionality

Description

BigQuery allows for time-based and integer range-based partitioning. Currently, the GCSToBigQueryOperator and BigQueryCreateEmptyTableOperator only allow for time-based partitioning.

These operators should be expanded to support integer range-based partitioning.

Use case/motivation

This enables different partitioning as is allowed by BigQuery
