prek fails to run insert-license on github codespaces #56048

when i run prek run --all-files, it always fails with below error:
worker/runner_test.go
Check hooks apply............................................................Passed
Add license for all Go files.................................................error: Failed to run hook `insert-license`
caused by: run command `python hook` failed
caused by: No such file or directory (os error 2)
