Required Action / HITL list does not auto-refresh #56081

What happened?
When starting a new Dag ru with required actions (e.g. hitl example) and you move to "Browser" -> "Required Actions" the list is not refreshed. You need to hit F5 or edit a filter pill entry to force a refresh of action list
What you think should happen instead?
The list of actions should refresh while viewing the screen like all other list. Else the user experience is inconsistent to other lists.
How to reproduce
- Open 3.1.0rc2 web UI
- Open "Browse" -> "Required Actions" view - list might be empty initially
- Navigate to Dag list and start "example_hitl_operator" Dag
- Navgate back to "Browse" -> "Required Actions" view - see the list is still empty
- Hit F5 and see list is refrshed
