What happened?
After upgrading from Airflow 3.1.0 to 3.1.1, the following error started occurring on the API server:
sqlalchemy.exc.PendingRollbackError: Can't reconnect until invalid transaction is rolled back.
In addition, when accessing the UI, an Internal Server Error appears in the browser, and in some cases, the Oops page is displayed instead.
This issue occurs very frequently, though there are occasional cases where it does not occur.
