Add toaster notifications for Test Connection success and failure in the UI #59299

Currently, when testing a connection in the Airflow UI, users can see the success or failure result in the icon,
but no toaster-style notification is displayed.
It would be helpful if the UI showed a toaster notification that clearly indicates:
- Connection test succeeded or failed
- (On failure) The error message explaining why the test failed
