Increase the default min_file_process_interval to decrease CPU Usage

With the previous default of `0`, the CPU Usage mostly stays around 100. As in Airflow 2.0.0, the scheduling decisions have been moved out from DagFileProcessor to Scheduler, we can keep this number high. closes apache#13637

The PR most likely needs to run full matrix of tests because it modifies parts of the core of Airflow. However, committers might decide to merge it quickly and take the risk. If they don't merge it quickly - please rebase it to the latest master at your convenience, or amend the last commit of the PR, and push it with --force-with-lease. |
