Create DeleteKubernetesJobOperator and GKEDeleteJobOperator operators #37793

In this PR I have created two operators for deleting jobs. DeleteKubernetesJobOperator is for deleting Job in all k8s clusters and GKEDeleteJobOperator is for deleting Job in GKE clusters.
