Upgrade react-table package. Use with Audit Log table #38092

Upgrade react table from v7 to v8.

Using just for AuditLog to start. Will expand it later and replace the legacy Table component entirely.

This gave us better control over pagination which fixes an issue with AuditLogs since the totalCount from the API is always the count of all event logs and not the total count with filters applied.

Also, added pagination and sorting state to be stored in the URL params.
