This extendings the existing resolvelib hint to all of snowflake-snowpark-python, the resolver knot that pip gets into is now happening for snowflake-snowpark-python on every version of Python

Error is unrelated:

ERROR providers/mongo/tests/unit/mongo/hooks/test_mongo.py::TestMongoHook::test_distinct_with_filter - docker.errors.APIError: 500 Server Error for http+docker://localhost/v1.48/images/create?tag=latest&fromImage=mongo: Internal Server Error ("toomanyrequests: You have reached your unauthenticated pull rate limit. https://www.docker.com/increase-rate-limit")

Fantastic! Thanks! I also changed to <3.14 to handle the 3.13 one added recently (and that explains why it was working for 3.12 only!)
