…-1-test The apache#59511 cherry-picked to v3-1-test accidentally reverted an earlier change apache#59233 that introduced different types of users created automatically by Simple Auth Manager. This PR restores it.

The #59511 cherry-picked to v3-1-test accidentally reverted an earlier change #59233 that introduced different types of users created automatically by Simple Auth Manager.
This PR restores it.
