This PR adds @oscarhernandezrodriguez to the CODEOWNERS file for Catalan. He has been helping me since the very beginning by reviewing my PRs, so this should make it more official.
He is also a native speaker, uses Airflow daily and is a fan, in general, of languages. I've lost count of the number of languages he speaks!
