[AMORO-1898] 0.4.x fix move files to stale hive location for Mixed Hive Table

Why are the changes needed?

Close #1898 .

Brief change log

• move files to the location stored in iceberg properties instead of to the hive location
• support check and fix hive location before committing

How was this patch tested?

• Add some test cases that check the changes thoroughly including negative and positive cases if possible

• Add screenshots for manual tests if appropriate

• Run test locally before making a pull request
