Precompiled packages for manylinux on aarch64 missing on 0.12-rc0

What happened?

Latest release candidate does not have assets for manylinux on aarch64: https://github.com/apache/arrow-adbc/releases/tag/apache-arrow-adbc-12-rc0

This may be intentional, but I couldn't find a mention of it in the issues tracker/commits, so feel free to close this if this is the case (or perhaps add a CHANGELOG entry?).

looks like it was disabled while testing (the build is a good 3-4x slower than everything else) and wasn't re-enabled, I'll put out an rc1, sorry
