chore: fix typo in CHANGELOG #2972

What happened?
In #2863, the following typos are found in CHANGELOG.
We should fix them to complete #2863.
CHANGELOG.md:350: Inital ==> Initial
CHANGELOG.md:693: consisent ==> consistent

Run CI of #2864 or checkout #2864 and execute pre-commit run codespell --all-files.
