feat(go/adbc/driver/flightsql): add SSL root certs to oauth

Fixes #2830

• If there's a TLS config, it creates a custom HTTP client with the config to be used on the OAuth calls
• Test was tweaked to use the custom cert created for the in-memory server instead of skipping the certificate validation
