Intermittent CI failure of integration / Archery test With other arrows (pull_request) fails

Describe the bug
@zhuqi-lucas @etseidl and I have noticed:

The integration CI seems flaky recently, i am not sure why.

Specifically the CI check integration / Archery test With other arrows (pull_request) fails intermittently but then passes if it is rerun with no code changes,
