Needs a maintainer to approve running workflows every time?

Have you recently changed the workflow execution conditions for this repository?
It appears that the workflows are not running even though I am not a first contributor.

It was not intentional AFAIK. We've noticed several contributors facing this.

I thought the contribution counts had been reset (?), but apparently they are not executed until approved each time except for the maintainer, as the workflow is still not running despite the my commit today (12667cd).

I would probably chalk it up to GitHub having issues but perhaps we can file an INFRA jira to double check
